H3988 is a new dangerous bill that the establishment appears to be trying to move under the radar on behalf of Big Pharma. This bill lowers the vaccination age to 16 and allows those children to be vaccinated without parental consent by pharmacy technicians. It gets even more concerning: in order to become a pharmacy technician in the state of South Carolina (according to the South Carolina Board of Pharmacy) you only need a GED and one (1) hour of training.
The current law does allow pharmacists and pharmacy interns to administer vaccinations, but that is an issue we will have to discuss at another time.
H3988 seems to be a parallel issue alongside the Health Czar bill and the overarching goals of the globalist Boston Consulting Group: (1) centralize personal medical data of South Carolinians, and (2) get more vaccines in bodies using any means necessary.
History & Evolution of H3988
Where it all started
H3988 was filed along with the Senate companion bill S505 in 2023 during last year’s session. S505 did not move, while H3988 was picked up in 2024 and has survived multiple committee and floor votes. H3988 is sponsored by Representative Sylleste Davis and S505 is sponsored by Senator Tom Davis, who co-sponsored S915 and sits on the board of left-leaning SC IMPH.
Originally, these bills (1) removed the current prohibition on a pharmacist delegating the authority to administer a vaccine to a pharmacy technician; (2) expressly authorized pharmacy technicians to administer vaccines; (3) lowered the vaccine recipient age from eighteen years old to twelve years old for a pharmacist to administer a vaccine without a written order.
First amendment raises vaccine age
In February, the House Medical and Health Affairs Subcommittee amended H3988, increasing the vaccine recipient age from twelve to sixteen years old for a pharmacist to administer a vaccine without a written order.
Amendments get more ugly
In March, H3988 was amended twice on the House floor, less than 24 hours apart. Get ready, because it only gets worse:
On March 19th, the House changed the definition of the “direct supervision” a pharmacist is supposed to have over their supervisees. This amendment removes part of Section 40-43-84(C) that requires a pharmacist to be in continuous personal eye and voice contact and giving instructions to the intern/extern they are supervising. Furthermore, this amendment replaces it with a more vague definition, only requiring a pharmacist to be readily and immediately available.
On March 20th, the House floor added another amendment, this time allowing a pharmacist to administer a vaccine to a child less than sixteen years old if that person’s caretaker (with written parental consent), parent, or legal guardian is present at the time of administration. For example, a pro-vaccine aunt could take her un-vaccinated nephew for a little trip to the pharmacy and as long as she has a written note claiming to be from the parent, she can get her nephew vaccinated with what she chooses. That medical authorization parents sign at the beginning of every school year, or when you send your children to camp, could potentially be used for this purpose.
Makeup (amendment) on the pig (H3988)
In April, the Senate Medical Affairs Committee added an amendment and the Senate floor added another in May as well, attempting to provide more legitimacy to the H3988. However, any attempt to add conservative language to a bill that was seemingly written to fulfill a pharmaceutical company’s dream will always fall short, which is what both amendments did. The first required pharmacy technicians to complete a training program approved by the Accreditation Council for Pharmacy Education (ACPE) and the other defined “informed consent.” Learn more by checking out NVIC’s breakdown of these bills HERE.
Another interesting amendment requires minors receiving a vaccine in a pharmacy to receive counseling concerning the importance of mental health and well child visits. The mental health aspect ties into the ever-increasing number of mental health counselors in schools, and received much emphasis in the BCG Final Report.
The Deadly Consequences
At the end of the day, it doesn’t matter what legislators try to add to H3988, it still potentially poses a risk to the lives of South Carolinians. Pharmacists, pharmacy technicians, or pharmacy interns do not have the necessary medical history of an infant or child, nor do they have the time or knowledge to prescreen for contraindications based on the child’s personal or family history prior to the time of vaccination.
These bills trivialize the serious and sometimes even deadly complications that can result from vaccination. Pharmacies do not have the correct equipment or knowledge to handle vaccine reactions like a hospital or doctor’s office. Vaccines can cause reactions such as cardiac arrest, anaphylaxis, and fainting, all of which have to be treated in vastly different ways. Will the pharmacy staff know how to handle such reactions without the correct equipment and medical training? It is at the very least negligent to allow high school graduates with one hour of training to administer vaccines.
What Big Pharma stands to gain
There is little doubt who is behind this bill, and it underlines the financial benefits they will receive if these bills pass. The U.S. Vaccine Market alone was worth $36.45 billion in 2018 and is expected to reach $58.4 billion by 2024. Pharmacies stand to increase their profits substantially by allowing pharmacy technicians put those shots into customers. Neither pharmacists nor pharmacy technicians will have liability for the injuries and deaths caused by the vaccines they administer to children due to the 1986 National Vaccine Injury Compensation Program and this 2011 Supreme Court decision.
The intention of this bill is clear, and no amendment will change that fact. It doesn’t matter how much makeup you put on a grim reaper, it’s still the grim reaper, and its not here to play around.
Conference Committee Warp Speed
On May 9th (the last day of session), H3988 was assigned to a conference committee consisting of three representatives and three senators: Senators Shane Martin, Brad Hutto, and Ronnie Cromer and Representatives Sylleste H. Davis, M.M. Smith, and Wendell Jones. Since the House and Senate could not agree on the amendments for this bill, these six individuals must agree on one version to send back to the General Assembly. Governor Henry McMaster has already urged the legislators to resurrect the Health Czar and energy bills, but this bill will most likely be brought up as well.
The conference committee is close to approving and signing a final bill. Therefore, you must act fast:
Contact Committee Members in Opposition
The legislature could be called back and could pass this bill at any time. Do not waste time, contact the six conference committee members and ask them to OPPOSE H3988 unless they remove all changes related to vaccination. Next, contact your state representative and state senator and ask them to stand against H3988. We must protect our citizens and the parental decisions regarding vaccinations.

I think one of the most concerning parts was that in the initial version of the bill, they introduced the ability to administer not only vaccines but also ‘drugs’ without an order from a doctor. No specific drugs were named, it was completely open-ended. Although it was removed early on, clearly, someone is considering that this is a good idea. Can you imagine that it might be to make it easier to dispense drugs for transitioning young children (as an example)?
